For Public Bodies Through Information TV, public bodies can now sponsor programmes and create, or have created for them, their own material. They may exercise editorial influence over the content and presentation of the programmes. Programmes broadcast on behalf of a public body will be clearly identified as having been paid for by the sponsor. “Public bodies” are either government departments themselves, or organisations which undertake or provide services which are regarded as “public”. So, for example, the National Lottery Community Fund, and the Citizens Advice Bureau are regarded as public bodies. Information TV programmes are not seeking to “sell” commercial products or services. Rather, programmes will provide information, help or guidance. We cannot carry sponsored programmes of a political nature. Information TV seeks to provide programme “themes” of interest to particular groups of viewers, and so we will group relevant programmes together on the broadcasting schedule, from a variety of sponsor clients. We are obliged by ITC/Ofcom not to discriminate unreasonably between potential programme providers.
Information TV must still abide by all other aspects of the relevant Broadcasting Codes, including the Programme, Sponsorship and Advertising Codes. Information TV itself is responsible for compliance, and we will provide guidance to sponsor Clients to ensure that we are able to broadcast the programme.
As with any TV channel, Information TV is able to broadcast programmes which have been “sponsored” under the normal Sponsorship Code, whether by public or private bodies. There are strict rules governing general sponsorship, which is assumed to be promoting a sponsor’s product or service. For private sector sponsorship, the programme content itself should not specifically refer to a sponsor, nor their product or service.
